ELS has assisted Gilroy’s leadership in reimagining a 14-acre, three-block zone in the City of Gilroy’s downtown core.

Gilroy Civic Center Master Plan by ELS Architecture and Urban DesignThe vision, created via a robust community engagement process, will result in a new civic center park with state-of-the-art community facilities comprising a new City Hall, multigenerational community center, and recreation and aquatics center, along with the existing police headquarters and county library.

The proposed site will serve as the city’s Emergency Operations Center in the event of a natural disaster, with City Hall providing shelter and refuge for people displaced during emergencies. A multi-part community engagement process has guided the project, with numerous workshops in English and Spanish. After creating multiple design concept alternatives over a three-month period, a preferred, consensus-based concept was presented to Gilroy City Council, receiving approval for advancement to the CEQA process.
